The link below will take you to CIT Download Page. This new version of the VPN Client seems to be a little more user-friendly. Maybe it will actually work. Using the VPN while using UB's email (not sure about webmail) should allow you to send email to any address. Without VPN Client, UB only allows outgoing mail that is addressed to other UB addresses.

These install files should also take care of (remove) any existing VPN software that you may have on your computer.
